Sexual Assault in the Military: Findings from the Independent Review Commission
In March of this year, Secretary Austin established the 90-day Independent Review Commission to assess the military’s response to sexual harassment and assault and to make recommendations across four lines of effort: accountability, prevention, climate and culture, and victim care and support. Led by Lynn Rosenthal, the IRC made more than 80 recommendations to the Secretary of Defense including shifting prosecution decisions about sexual assault and domestic violence outside the chain of command, addressing critical deficiencies in victim services, and holding leaders accountable for poor climates. Because spousal and intimate partner relationships can also involve sexual violence, the IRC included several recommendations to improve the military’s response to domestic violence. This webinar will look at the key survivor-centered and intersectional issues that must be addressed to make meaningful progress in intervention and prevention, including the role of civilian providers in supporting survivors.

SPEAKERS
Cailin Crocket is Director for Military Personnel and Readiness at the National Security Council and a senior advisor to the White House Gender Policy Council. She previously served as Senior Advisor to Lynn Rosenthal, Chair of the Independent Review Commission on Sexual Assault in the Military. Cailin has worked in gender-based violence prevention and response policy for the past decade, in both national and global contexts, including roles at the Department of Justice, HHS, the White House, and the UN. She is a Bloomberg American Health Initiative Fellow. She holds an MPhil in Politics from the University of Oxford and a B.A. in Political Science and Spanish from UCLA.
Kris Rose is the Director of the Office for Victims of Crime, where she oversees programs and services that support crime victims and survivors. Ms. Rose was appointed to this position by President Joe Biden, and sworn in on July 12, 2021. Prior to her appointment, Ms. Rose spent nearly 20 years at the U.S. Department of Justice serving in numerous roles including as Deputy Director at OVC, as Acting Director and Deputy Director for the National Institute of Justice, and as the Chief of Staff for the Office on Violence Against Women. In 2016, Ms. Rose served at the White House as a Senior Policy Advisor on violence against women in the Office of Vice President Joe Biden. Most recently, Ms. Rose was selected to serve on the Department of Defense Independent Review Commission on Sexual Assault in the Military, where she led the Victim Care and Support line of effort. She holds an M.S. in criminal justice from Northeastern University and a B.A. in sociology from George Mason University.
Lynn Rosenthal is the President of The Center for Family Safety and Healing (TCFSH) where she oversees teams that provide medical care for abused children; counseling and advocacy for survivors of domestic violence; home visiting services for at-risk moms and their babies; and well-child care for children in foster care. Previously, Lynn was the Policy Director for the Biden Foundation’s Violence Against Women Initiatives. From 2009-2014, Lynn served as the first-ever White House Advisor on Violence Against Women. As a senior advisor to President Obama and then Vice President Biden, Lynn developed new initiatives to address sexual assault and domestic violence. Prior to her federal service, Lynn held leadership positions in local and state domestic violence agencies and was the executive director of the National Network to End Domestic Most recently, she was tapped by Secretary Austin to lead the 90-day Independent Review Commission on Sexual Assault in the Military.
