Coercive Control: The Practical Effects of Using this Terminology in Domestic Violence Response
Historically, domestic violence has been portrayed as physical violence. However, as demonstrated in the hit TV show “Maid,” domestic violence encompasses many forms of abuse including financial, emotional, psychological, and physical abuse. Coercive control is a term that recognizes these intersecting forms of abuse and emphasizes the ongoing power and control dynamics of domestic violence. JWI and the Jewish Coalition Against Domestic Abuse (JCADA) will present on the effects of applying this terminology to domestic violence response. Additionally, they will talk about how service providers can drive legislative change in this area and the implications of coercive control legislation for survivors’ access to justice.

SPEAKER
Rachel Apfelbaum is JWI’s Senior Advocacy and Policy Fellow and a legislative aide with the Office of Senator Cheryl Kagan (MD State Senate). Prior to these roles, she was a project manager with the International Association of Chiefs of Police creating resources and conducting training for law enforcement on response to domestic and sexual violence. She also has experience as a court advocate for victims of domestic violence, and in batterers' intervention programs. She completed her master's in Gender, Globalisation, and Rights at the National University of Ireland, Galway where she wrote her thesis, "The Role Of Interest Groups In Policy Reform And Enactment: A Case Study of UK Domestic Abuse Legislation and the Coercive Control Offense".
